Dr. Tomas Mahoney, CPM, is a Professor of Contract Management at the Defense Acquisition University (DAU) and in other capacities as noted. He has 30+ years of contract management experience in both Government and the defense industry. He has a Level III Certification in the Air Force Acquisition Professional Development Program and is a Certified Purchasing Manager with the Institute for Supply Management. Dr. Mahoney worked as a Deputy Executive Officer for Construction Contracting for the Los Angeles County Metropolitan Transportation Authority responsible for $3 billion in Light Rail and Subway construction. Upon receiving his Doctorate in Public Administration he became the Director of Program Control for MDS- CE in Fullerton, California. Later he worked at Northrop Grumman as a Senior Business Manager responsible for Earned Value Management System implementation and L-3 Communications as the Director of Supply Chain Management. During his Air Force career he held numerous contract management positions in operational contracting and systems acquisition management. His overseas assignments included: Incirlik AFB, Turkey as Chief of the Base Contracting Office, and HQ USAFE / Contracting Staff at Ramstein AB, Germany.

Lanette Bowits worked for The Boeing Company for 37 years primarily as a Contracts Representative supporting a multitude of programs over the years including Global Positioning Satellite (GPS) IIF, The B-1B program, Future Combat Systems (FCS), and most recently, the C-17 Globemaster Sustainment Aircraft Program. My scope of work includes Contract Administration, Delivery Management, and Proposal Development leading to negotiations and contract award. My favorite aspect of contracts is preparing Terms and Conditions that place parameters around program risk and troubleshooting contractual or program issues. Lanette earned a BA in Accounting & Finance from CSUF, an MBA from the University of Redlands, and retains her CFCM and CPCM certification status.

Melissa Tell is a Professor of Contract Management at the Defense Acquisition University (DAU). She has extensive contract management experience with the federal government, including negotiating and awarding multi-million dollar acquisitions for the United States Navy. As a Professor of Contract Management at DAU, Melissa has been teaching many DAU courses on law and contracting. Melissa is a licensed attorney and a member of the State Bar of California.

A well-respected Attorney at Aerojet Rocketdyne. Dan has extensive experience with FAR, DFAR, ITAR and OFAC regulations. Representing government contractor clients in bid protests, white collar defense, construction law, contractual performance disputes, RFPs analyses, and appeals of contracting officer decisions before Boards of Contract Appeals. Among his notable cases is a federal court trial where a subcontractor client was awarded nearly seven figures in damages for its pass-through contract and Spearin claims against a government entity; a victorious appeal to Arizona Supreme Court overturning an area of law dating back to 1910; and a federal court trial resulting in a complete defense judgment in favor of general contractor client, which was subsequently affirmed on appeal by a Fourth Circuit Court of Appeals published opinion. Serving as Chapter President, President- Elect, and Chapter Attorney for several terms to serve our Chapter.
